Each year, Congress passes a budget that provides funding for federal programs, including housing and homelessness programs. HUD’s McKinney-Vento Homeless Assistance Program is the largest homeless assistance program in the state. McKinney-Vento funds two programs: the Competitive Continuity of Care (CoC) program and the Emergency Solutions Grant (ESG) formula grant program. A modest congressional investment in McKinney-Vento combined with congressional support for HUD’s work to streamline these tools for greater impact has led to a decline in the number of homeless people. Congress must continue to invest in this effective program to continue progress and avoid reversing this trend.

The Alliance is urging Congress to provide $2.6 billion in FY 2018 for HUD’s Homeless Assistance program. Congress should also prevent the U.S. Interagency Council on Homelessness (USICH) sunset and continue to fund it at least $3.6 million in funding levels.
As a result of the Affordable Care Act (ACA), the number of people eligible for Medicaid increased. This expansion is known as the Medicaid expansion, and as a result, 11 million people gained coverage in 32 expansion states including the District of Columbia.
Maintaining Medicaid expansion will be a key component of any health care reform legislation. If the expansion is reversed, the most vulnerable people, including many people experiencing homelessness, will lose their health coverage.
Two countries and many communities have effectively ended veteran homelessness. This would not be possible without bipartisan congressional support and strong federal funding for the VA, HUD, and other programs that serve homeless veterans. Congress must continue to invest in proven solutions to end veteran homelessness. Communities must work with VA, HUD and others to provide housing and services to homeless veterans in a systematic, targeted manner.
