Many students now attend public universities to reduce the cost of higher education. Unfortunately, if students want to attend a public university that is not in their state of residence, they often face steep premiums. This can be very problematic if good public university options are limited within their own state.

The good news is that there are several ways to avoid higher premiums for moving out of state. However, before we get into that, let’s take a look at the basic qualifications for tuition in the state.

Military Dependent Scholarships To Apply For In November 2023

In general, trying to establish residency for in-state tuition is not worth the trouble. In the past, detailed rules for in-state tuition eligibility were established to protect taxpayer-subsidized public universities. These domicile rules vary by state, but here are some general guidelines:

One notable exception to the residency rules: If one or both parents are in the military, many schools will offer a tuition waiver that allows the student to attend at state rates.

But what if you are not a resident? What are some ways to offset the high cost of higher education out of state?

Military Affiliated Students

While many popular public universities still charge hefty tuition premiums to out-of-state students, many public colleges in less populated areas (especially in the middle of the country) are eager for students and willing to make good deals.

At some of these colleges, the total annual cost of attendance for non-residents is less than $30,000 per year. Well, yes, it’s still a lot of money. But consider this: Schools like the University of Virginia and the University of Michigan charge more than $30,000 for in-state residents alone;

, This means that in some cases it may be cheaper for students to attend public schools outside the state. Keep in mind, this is without considering any type of financial aid.

Here is a short and certainly not exhaustive list of renowned colleges with low sticker prices for out-of-state residents.

*Cost of attendance is based on the estimated annual cost for non-resident, first-year students living on campus and taking a specific course load. These numbers may seem high because they include indirect costs (estimated personal expenses, transportation costs, and books/supplies). Numbers updated on August 22, 2023.

Remember, these are “sticker prices”. They are a general estimate of how much you will pay without considering financial aid.

If you’re applying to out-of-state public schools, financial aid will typically come in the form of nonresident merit scholarships/tuition waivers offered by the school.

You’ll find that many of the schools listed above also offer generous non-resident merit aid (even to average students).

Residency Exceptions For Domicile

Some large state schools are so eager to attract talented out-of-state students that they offer merit scholarships and tuition waivers to non-resident students that can reduce in-state tuition rates. Often, school applicants are automatically awarded these merit scholarships based on their academic performance.

Example: The best example of these schools is the University of Alabama. An incoming freshman can qualify to become a UA Scholar if he or she has a 3.5 GPA in high school and scored 30-31 on the ACT or 1360-1410 on the SAT. The University of Alabama will award these students $24,000 annually to cover out-of-state costs.

In addition to the usual merit scholarships, some schools also offer additional ones. Texas A&M University will waive non-resident tuition if your child receives a competitive scholarship (college/departmental scholarship) of at least $4,000.

Important Tip: When searching for affordable out-of-state schools, you should know this: Highly competitive major state schools like UVA, UCLA, UNC, or the University of Michigan will only offer merit aid to the best students. , They don’t need to throw money at “above average” students whose parents are already willing and able to pay for prestige. These schools save merit scholarships for a select few and focus on helping high-performing students.

Your child does not have to be bright to receive merit aid from some schools. Although this money may not reduce the cost to state rates, it will help make these schools more affordable, and may even be cheaper than state schools.

A good rule of thumb is to look at regional schools and state universities that want to expand their “geographic footprint” and find more students with different backgrounds.

Additionally, many of the colleges we’ve listed in the “Low Sticker Price Chart” above offer non-resident tuition discounts to average students.

The University of New Mexico offers the Amigo Scholarship worth more than $22,000 per year if an out-of-state student achieves an ACT score of 23 and a 3.5 GPA or 26 ACT and a 3.0 GPA. If you live in some nearby states, you may qualify for in-state tuition with only a 3.0 GPA and 20 ACT/1030 SAT through a regional exchange agreement, which we discuss further in Strategy #4. Oklahoma State University will give $11,000 per year to non-residents if they only score a 24 on the ACT or 1190 on the SAT and have a 3.0 GPA.

At the University of Arkansas, the New Arkansas Award offers a 70 percent discount on out-of-state tuition for first-year students from neighboring states (Texas, Louisiana, Mississippi, Tennessee, Missouri, Kansas, and Oklahoma) who achieve at least a 3.2 GPA. We do. GPA in high school.

Free College Tuition For Veteran Dependents Or Children

Some schools waive out-of-state fees entirely for students who meet the minimum qualifications, such as the University of Louisiana at Lafayette, which waives out-of-state tuition to students with an ACT score of 20 or SAT score of at least 1030. Consider whether attending an out-of-state school is really worth it given your financial situation and your student’s academic/extracurricular record. For example, families with low expected family contributions may be better off focusing on state schools and private colleges that meet most or all of the family’s needs. Don’t be put off by the exorbitant sticker prices of private colleges; They’re more affordable than you think.

The bottom line: Many public universities are now offering good deals to out-of-state students to come to their college; Deals that often require a little extra effort on the part of the student. Many schools offer discounted rates if you are an older student. At many of these schools, applicants automatically qualify if they demonstrate or maintain a certain GPA/test scores and have a parent or grandparent who graduated from that school.

The eligibility and requirements for these scholarships change frequently, so be sure to check back each year. It’s especially important to do your research right now because so many schools are going test-optional and adjusting their discounts and rebates accordingly.

Many regional agreements offer non-residents discounted tuition rates at out-of-state schools. There may be some caveats, such as a minimum GPA or test scores, and/or you may have to earn a qualifying degree.

The Western Undergraduate Exchange allows students living in these states to attend college/university in member states and pay only up to 150 percent of the in-state tuition rate.

Military And Veterans

Requirements: Whether you qualify for tuition waivers depends on the school and the degree/program you wish to pursue. Individual schools may also have minimum GPA and test scores to qualify.

Through MSEP, public institutions agree not to charge students more than 150% of the state’s resident tuition rate for specific programs.

Requirements: Similar to other exchange programs, not every college participates, and each college sets its own admissions guidelines regarding academic performance and what specific degrees will qualify for exemption.

Requirements: Must be in an approved program or field of study; Many colleges allow eligibility only if the student’s degree is not awarded in their home state. There are more than 1,200 eligible undergraduate and graduate degree programs at 82 participating schools.
